Frightened neighbors said armed locals managed to chase down the suspect.

One said: “I heard a lot of sirens, and a friend of mine was walking back home from my house where he lives on Snowdonia Road.

“He saw the man standing with a knife, and everything else on him was covered in blood.

“There were people on the street with cricket bats and golf clubs, possibly trying to help.

“Sadly, people tried to revive him, but it didn’t work.”

Another local said: “‘You often hear about the countryside being full of weapons like Hot Fuzz, but it’s a shock to see something like this happen where I live.”

Chief Inspector Roddy Gosden said: “It was a horrific incident in a quiet residential area. We understand that those who saw what happened will be in shock and many in the local community will be upset and worried.

“Today and over the next few days, officials from the local police team will patrol the area to listen to people’s concerns, refer people to the available assistance, and provide assurances.

“Our thanks to those who were at the scene earlier, including two off-duty police officers, who bravely intervened to deal with and restrain the subject.

At this time our condolences are with the families of those who died and those injured. The family is currently getting support from our family liaison officers.

“The investigation is ongoing, and anyone who hasn’t spoken to us, or who has video footage of the incident, is asked to contact us, and not to post it on social media.

“Due to previous police contact with the subject and victim, the constable is referring himself to the Independent Office of Police Conduct.

“It is a standard practice in such circumstances. In the light of this, and in view of our ongoing investigation, it would not be appropriate to comment further on the details of the case.
