The private jet, believed to belong to Mr Petrescu, crashed into an office building near a metro station in the industrial suburb of San Donato Milani.
Italian firefighters said the accident caused several parked cars to catch fire.
The fire service said there were no casualties apart from the eight people on board.
Fire officials initially said the plane had hit the front of the building. But after further investigation, Milan’s prosecutor said it was clear the plane hit the roof.
Tiziana Siciliano told reporters at the scene that the plane was proceeding on its flight from Linate “to a certain point, then an anomaly appeared on the radar screen and it fell”.
The city prosecutor said the pilots did not indicate a problem.
It is too early to cite any possible cause of the accident, he said, adding that the flight recorder has been retrieved.
