During a snowstorm in Pennsylvania on Monday, two neighbors were brutally chopped off by gunfire.

Jeffrey Allen Spaide, 47, of Wilkes-Barre earned a bachelor’s degree in environmental engineering from Wilkes University in 2001 and his master’s degree in water resources and environmental engineering from Villanova University in 2005.
