Tropical Depression Nichols continued to lash the US Gulf Coast in large amounts on Wednesday.
The National Weather Service says rain is likely to continue for several days as the storm moves slowly.
Galveston, Texas, has already seen 35 cm of rain from the system, its 14th hurricane of the season. More than 100,000 Texans are without power due to the storm.
Houston has recorded 15 cm of rain and New Orleans, Louisiana can receive up to 25 cm of rain.
Louisiana Governor John Bel Edwards has warned of flash floods in the state.
“This is a very severe storm, especially in areas that were heavily affected by Hurricane Ida,” Edwards said.
Nicholas comes as residents continue to recover from Ida, which hit the area last month, causing widespread damage.
Nichols made landfall on the central Gulf Coast of Texas on Tuesday as a hurricane.
