1. Preheat the oven to 350 degrees F and knead a 9-by-9-inch baking pan. Start pouring 1/3 cup evaporated milk into a bowl with the cake mixture. Add melted butter and chopped pecans. Mix.
2. Divide the dough in half and set the brownie layer first by pressing it in the first pan layer half. Bake for about 8 to 10 minutes. Then remove the pan from the oven and set aside.
3. While the brownie layer is baking, in a double boiler, combine the unwritten caramel with another 1/2 cup of evaporated milk. Stir until the caramel melts completely and becomes smooth. Pour this caramel mixture over the first baked layer and spread evenly. Sprinkle chocolate chips on top.
4. Then, press the other half of the dough into a square shape, slightly smaller than the baking pan. Pour it over the chocolate chips – bake for about 20 to 25 minutes. Remove the pan from the oven and let the brownies cool. Cover the pan and refrigerate for a few hours so that they can set.
